I write to you as your constituent because I am deeply concerned about the misuse of U.S.-supplied or financed weapons during Israel’s December 2008/January 2009 offensive against Gaza.

In December 2008/January 2009, Israel conducted a major offensive against Gaza.  The offensive killed more than 1,400 Palestinians, one-third of whom were children, and destroyed 14,000 homes, 240 schools, 219 factories and 58 hospitals/medical centers, to say nothing of the mental, psychological and emotional damage that the sustained offensive caused to Palestinian civilians.  According to subsequent reports issued pursuant to investigations by Human Rights Watch, Amnesty International, the National Lawyers Guild and Physicians for Human Rights, Israel violated numerous laws of war during its offensive.  More troubling, several of the reports document that Israel used U.S.-supplied weapons against the Palestinians of Gaza in contravention of the Arms Export Control Act (AECA), which restricts the use of U.S.-supplied weapons to defensive and peaceful purposes.  In light of the reports’ findings and substantial testimonial and physical evidence, I believe that the United States should investigate Israel’s use of U.S.-supplied or financed weapons during its offensive.

As such, I strongly urge you to send a letter to the Secretary of State to request that the State Department conduct an incident review to investigate Israel’s compliance with the AECA in its December 2008/January 2009 offensive.  Such an action would enhance the security of the United States in the Middle East by showing Arabs and Muslims that the United States takes seriously their legitimate concerns and our nation’s historic ideals.  It would enhance the image of the United States around the world by demonstrating American leadership in the causes of peace and human rights.  Finally, it would clearly convey to countries around the world that American weapons must be used in conformity with American laws and interests.  I hope that you will send a letter to the Secretary of State and, in so doing, advance the interests, ideals and image of the United States in the Middle East and around the world.
